This post is to address all of the questions I have seen posted in the umpteen threads about the skill changes. Hopefully this will make the changes easier to understand for everyone.
The entire Learning branch of the skill tree will be removed. Any skill points a character had in those skills will be refunded on a 1:1 basis (if you have 1,000,001 SP in Learning skills, you get 1,000,001 SP to spend on something else). This includes partially-trained skills. The skill points will be refunded per character, not per account. These refunded points cannot be transferred to another character or account. The refunded skill points do not have an expiration date -- you can use them right away or keep them as long as you want. You can choose exactly how many skill points to allocate to a skill.
Existing characters will have the attribute points from Learning skills removed and replaced with a flat +12 bonus to each attribute. This bonus is added onto the base amount for each attribute. Your attributes will not be reset to 20-20-19-20-20. Any attribute points that you have remapped will stay in effect, and you will have the same number of attribute points available to remap (14) when your next remap becomes available. You do not get an extra remap with the new system. Implants are not affected by the changes.
For example: my current base attributes are 9-8-5-8-9, and the totals are 24.3-23.1-19.8-23.1-24.2 including 5/4 Learning skills and +4 implants. With the changes my base attributes will be 21-20-17-20-21, and the totals will be 25-24-21-24-25 including +4 implants. I get a training speed bonus across the board in the new system. \o/
To see what your current base attributes are: Click the Remap Now button in the Attributes tab of your Character Sheet in-game if you have a remap available now. Make sure to click Cancel when done if you don't actually want to remap now. If you do not have a remap available now, you can also find out your base attributes by registering your character(s) at the eveboard.com website. It will show your base attributes in the far-right area of the Attributes section.
New characters created after the change will have their attributes start at 20-20-19-20-20. There will no longer be a 100% bonus to skill training speed. New characters will still have two attribute remaps available from the start.

Ah yes, skill books.
If you have skill books for Learning skills lying around, they will be bought from you for NPC prices. The ISK will go to whoever owns the hangar/container where the skill book is housed (if it's in a corp hangar, the ISK goes to the corp). If you have the skill books on contracts, the contract will be converted to selling the Pax Amarria instead.
If you have the Learning skills injected but not trained, you will receive no extra SP and no extra ISK for them. Either don't inject the skills (CCP will buy them back) or start training the already-injected skills now so you get more SP to allocate to other more useful skills. ----- Ambush. Hit and run. blake -- existing characters will not have their attributes reset to the default. That is only for new characters created after the change. Unless you had trained all of the Learning skills to V, you will actually end up with better attributes (all of them!!) after the change. ----- Ambush. Hit and run. Gank before tank. Speed is life. |

This thread replaces the fifty-something pages in the official Dev blog response thread. Not all of the things I listed are given in the original Dev blog anyway -- a lot of them are CCP Dev responses given somewhere in those extra pages.
So, compared to those umpteen pages, this 'massive wall of text' is a summary. Short and to the point.
